Here is how that would work. One of 2 ways. 1) use fully homomorphic encryption which can match fingerprints without ever revealing them to humans, so that they can not be 'abused' (3D printed and then used to fool biometrics or for an insider police to frame someone).
- hash matching: have people get a device that turns their fingerprint into a QR code, and when they register, that QR code or its representation gets stored in a database (hash). When you go to vote, you clean the sensor and then take their fingerprint again, and it turns it into a sticker. This is a standalone machine not connected in any way to intenret (and you prove this to them). This is a one way encryption. You then present this QR code and it matches what they already have.
(you don't have to use QR codes, it just makes it easy for computers to read it, like scantron)
So to be clear, this is how "best practices" work on the internet. We (our websites /services that require logins) don't store passwords, we store the one-way-encryptioin of the password ("the hash"). And then when you go to login, YOUR COMPUTER RE-HASHES your password and compares YOUR hash to the SERVER'S hash. Get it?
