This person is so adamant in his refusal to work for his EBT that ...well my mind goes to what other avenues he will explore to get money if he doesn't get it. He doesn't seem terribly educated (yo!) Since he's never worked we can assume he has no job skills. He may resort to taking what he feels he's owed. Multiply him by God only knows how many others and there's going to be a problem.
They've created an entire culture of entitlement. I don't know that just cutting them off is the answer. Giving them a job (something like Roosevelt's WPA) might be a better idea. They can pick up job skills and get used to the idea of working.
Couldn't they model a program similar to it? And basically tell these people they have to work their 20 hours there. That way they could be supervised and taught skills before being released into the world to look for permanent employment.

The terms and conditions specified only that he had to work for 20 hours a week, not that he get paid outright for it. He could volunteer. All he would need is paperwork to establish his work hours. That would qualify him for the $740/month. That would work out to slightly less than $1/hour. I betcha he could find better paying jobs than that, even as an uneducated day laborer. But not if he is going to be an insolent asshole.
It might be pointed out to him that if he can't support his children, they can be taken from him by Child Welfare. And then he might not even qualify for his EBT.

Maybe baby steps are what's needed. Step 1: Now you have to show up in person to pick up your EBT (maybe that's already a thing but I assume it's an automatic deposit). Next month, step 2 will be "okay while you're here you can clean this one window (or go in the back where there's a welder and let him show you how to do some spot welding." And so on.
Current corporate employees have mandatory DEI training. Let's make EBT recipients take mandatory training (free, on the premises of their card pickup where they must also show ID), offering a whole slew of Mike Rowe-approved job training. Maybe even pay them to train, hell we're already paying them anyway to do nothing.
My nephew is 27, he and his wife don’t work. They have a child will be five in December. My brother pays for everything. I believe she’s getting gov support for the child. I could be mistaken, she was getting it when child was born. The child can barely talk, still in pull ups. He’s baby sitter is screens. He can’t sit still to eat with out the screen. It would not do any good to report them. He’s being fed and has a roof over his head and not physically abused so in the eyes of government he’s not in danger. My granddaughter was talking better than the little boy when she was two. My brother acted shocked when he heard her talking.
How close are you to your nephew? I'm going to suggest that you have an
"uncomfortable conversation" with him for the sake of the child.
It sounds like the child has developmental delays. I don't know what state you live in -- but I can't imagine that they don't have early intervention programs. These are cost free and the child will get an evaluation. They will create an IEP to work on goals to help the child progress through various therapies. In my state, these are free. It sounds from your description that speech therapy is a definite possibility.
If this is your nephew's first child he may not realize the child is behind developmental goals. PLEASE bite the bullet and address the issue. The earlier the child gets help in the form of therapy the better off he/she will be.

What do the buyers of the food stamps do with them?
Typically the EBT recipient buys your grocery order and you pay them between half price and as high as they can get you to pay.
