He says he wants a "form" of global governance controlled by the population from the local level up, a BOTTOM to TOP hierarchy like the US republic system currently is instead of the other way around.

He just argues that that system should be democratic, such as towns voting on local policy to state policy to federal policy THEN to global policy. Instead of having 1 national leader/shadow power centers deciding all global decisions between countries behind closed doors behind the curtain.

e.g the population should have the final say in whether they go to war or not not a handful of people in the right seats of power.
