I watched the video and then I also scrolled down and read all the comments of many people saying that is a coral restoration farm. I then found a coral restoration company in Florida and posted their website here because this looks to me what this probably is. I am not saying that they are not manipulating the weather because I believe they are and this is being done intentionally. However, I am doubtful that this video evidence is HAARP.

I typed in NOAA into my browser and went directly to their website and while I was in their website, I simply typed 70th into the search option. It took me directly to this article and then I had him read it. He was pretty speechless after I showed him how to properly do your own research. I explained to him that it is amazing what you will find hidden in plain sight when you know what to search for.
