I do the same thing - find the actual speaker source (the person being quoted) and see what was actually said vs. what some Fake News outlet CLAIMED was said.
The OP here didn't put a link to what supposed quote was so upsetting, so if the OP doesn't clarify and actually provide the alleged horrible statement coming directly from POTUS then we have no idea what the OP is even talking about, IMO.
Since the AWOL Dems didn't return by the 3pm deadline today (Aug. 4th), the TX state House passed a motion issuing ARREST WARRANTS for the fleeing Dem legislators.
They didn't waste any time either. The vote held by our TX House Speaker must have happened right after at 3:00pm (Gov. Abbott's deadline for the missing Dems to return). The TX state House vote was 85 to 6 in favor of issuing arrest warrants for the AWOL Dem Reps.

So I wonder how this particular vote took place in the TX state House today (8/4) with only 91 members present since that number doesn't meet the 2/3 'quorum' threshold (which is such a ridiculous rule in the first place). Seeing a lot of that lately, unfortunately. And typically, the people doing that rarely share the actual supporting evidence of whatever they're hyping/claiming too, which makes it all the more frustrating (and time-consuming) for readers. Maybe that's their goal. :-(

The 2015 Rothschild patent application link for COVID testing that I provided (at https://patentimages.storage.googleapis.com/61/a3/0d/3d91325d909386/US20200279585A1.pdf ) has a section in it about a bunch of “continuations” - so it looks like there were several sequential subsequent patent applications this one is tied to.
My understanding of a “provisional patent application” is an early stage version of a device / invention that is ‘in the works’ but not fully completed yet. So someone can claim invention rights to something on a limited ‘concept’ description without having all the specifics nailed down. And I guess the subsequent patent applications tied to the initial patent application are combined as the maturity of the ‘invention’ progresses.
I am not a patents expert or any type of legal professional though, so I’m only offering my impression / opinion, not legal definitions or anything like that.
But regardless, the patent application dating back to 2015 speaks for itself, IMO.

There's at least 3 publicly known weather modification companies operating in TX with current ongoing geoengineering projects that have been reported to NOAA (per the Weather Modification Act of 1976):

What's really screwy about how these geoengineering companies report their wicked sky activities is they just have to notify NOAA 10 days in advance of starting weather mod operations, but their evil deeds have a date range of 7-8 months! So their specific operations are basically unaccounted for and could be spraying anywhere on any days at any times without having to provide ANY of those details. I haven't found anything anywhere that provides a day-by-day activity log or location notice for any of these demons who are spraying our skies.
