In that case, Iran's official "government" including it's parliament have NO international standing. The only response to a junta is to eliminate the military officers involved, keep them in hiding and limit their communications.

Monitoring for legal compliance means the federal agencies can check voter ID's at the polling place for eligibility to vote.
