Ask anybody who works in local government what they think about it. You will find they depend on the federal Government for grants and other assistance. They are also regulated a lot by the federal government. They will pass the buck all the time and say that "that is the regulations, there is nothing I can do" Don't expect you can develop independent laws that allow you your freedoms as we have in the past.
