Congress has no prosecutorial powers. They can recommend charges to the executive branch which Tulsi already did. Any circus in front of congress at this point would serve only to muddy the waters and taint the jury. Also disband the DC federal court. If you're charged with a crime in DC you stand trial in your home state/district. There's a reason no democrat is ever prosecuted in DC and that's because you can't get a conviction.
