I remember from the Q posts there was a discussion about the suitcase bombs still missing from the former Soviet Union. I think that some were recovered, but many are still missing.

I got the impression that nuclear would be the last issue to deal with because of the Sum of All Fears talk.

President Trump can adjourn Congress in certain situations so that they cannot approve of the appointments. Trump can then use recess appointments to get around this.
