The moving out is completed by noon so after the inauguration you go into your state lunch and then into your white house where pictures are already set up of your family thing as you packed away for them to put out early so after the swearing-in you walk in the White House your stuff is there and it already looks kind of like home. The trumps would not be in there still packing stuff it all happens very quickly. So this could go either way as far as who it's boarded up for in the end.
