He has two gold stripes on his trousers which indicate his rank. The overcoat is seasonal for cold weather and is worn without decoration and the white bib scarf is also ceremonial.
The guy is an Army general, not a Marine, there is an Old Guard Honor Guard tab on his overcoat. Decorations and medals aren't worn on the cold weather overcoat. The pants are the darker blue that the Army wears and only General officers have two gold stripes on their trousers. The officers at Trump's inauguration werent wearing overcoats which is why you could see their medals. You can check AR-670-1 to verify the uniform specs for the Army dress blue uniform.

The lack of decorations is easily explained by the fact that they're wearing overcoats (don't know the exact USMC terminology) OVER their service dress due to the weather. They're on national TV being broadcasted to a largely-asleep America and world. There's no way that some enlisted guys would bring down wrath from their chain of command for pulling a stunt in public just to snub the fake president. Military bearing matters even in the face of lies.

I was in this very unit 1980-83 and did President Reagan’s inaugural. Quit getting spun-up over nothing and do something productive....like actually researching this stuff before posting.
All inaugurals have differing aspects. I’m not privy to why but suppose it depends on what the President wants, weather, etc. I do know President Reagan’s second was cancelled because it was like 5 degrees. Nancy allegedly said he wasn’t going! ;)

I did find the colonial officers salute very odd. I have always seen that as a courtesy towards and enemy, but I'm no historian.
