They have attempted to start another Corporation and insert themselves into a contract with the Republic to provide government services of the 19 enumerated powers. Apparently their offer to contract has been denied and therefore the fence remains around DC and they are in fact foreign to the USA.
The old Corporations, US Ins and US of A Inc are both bankrupt and defunct. They are no longer operating. This is why they have tried to start a new Corporation with Biden heading it and to enter into contract. For the time being it appears their offer to contract will not be accepted and Biden only runs that corporation out of DC.
So is it fair to say the Republic is currently under control by the military and that a new corporation would have to negotiate with the military until a new leader of the Republic is inaugurated?
1:21 the officer has shoulder boards of rank on his overcoat. In the previous three wreath-layings shown, the military were not wearing overcoats. The enlisted troops should have insignia of rank on the lapels of the coats, but they [e.g. band at 1:37] are too far away for me to see if they are indeed missing.
Correct, they don't wear rank or anything on an overcoat. The coming in from the side is probably part of a COVID protocol so *Biden would not be close to people coming from the stairs and the wreath was put in place to reduce contact with anyone. Others have pointed out that they don't wear rank and medals on overcoats and I believe they are all wearing overcoats for joe's faux inauguration.
