Or take out a key part that makes the tow work, then get there and say "ah it's broken, can't do it today, gotta order the part out.. there's a big backlog maybe in 6-8 weeks, but it could be 2-3 if you drop the mandates"

That is probably the best way to assure that NO trucks get towed.

It's very easy to disable a truck. VERY easy! Remove the ECU (electronic control unit). It unplugs very easily from a wire harness pack and you can just unscrew the box and take it out. No ECU, no go.

The tow truck drivers should f up real bad. Make the cops lives a living hell. Move the wrong vehicles, then have to move them back, then move the wrong vehicles again, rinse and repeat.
