However... Russia, on paper, still has to foot the bill and blame if anything happens in Ukraine.
So the Ukraine is now a parasite, still technically a part of Russia, and even able to claim Russian citizenship in some cases, but Russia can't stop them from exploiting Russian interests because the Ukraine is still not a part of the NATO agreements.
Ukraine is effectively a non-nation able to break and follow any rules it pleases under the auspices of "we are still transitioning to a sovereign nation."
