The dark web is a place for anything the government has banned, rightfully or not, but there is plenty of "normal" content too. I have seen a lot of radical blogs and just people saying shit the government doesn't like. It's really like 90% people just buying and selling drugs. I have actually seen people selling HCQ and IVM for people in places where it's hard to get. It's also an extremely important tool for whistleblowers who think they might be targeted. It used to be (maybe still is) the only way for real journalists to communicate with people who don't want to reveal their identity.
A read a book a couple of years ago on the dark web and it was similar to what you describe. That the drug buy/sell scene is big. The book said you can even find Yelp type of rating systems, which I found rather amusing. It kind of reminded me of the train station to Hogwarts in Harry Potter. It is right there, operating in the open, but you can't see it unless you look.
There is a lot of sex as well - several interviews with adult sex workers who use it to chat/perform etc. Alluded to CP/snuff, but I don't think the author wanted to go there. Too disturbing.
