The still pic is much better focused and has much better color saturation and was taken from a very low position (crouching) while the video was taken from a standing position. Same scene, same day.
Once you develop an eye for photoshopped pics, you can spot them almost instantly. In this case, let your eye follow the outline of the man in the middle esp around his neck and head. The lighting is off

I saw the continuous video of Durham getting out of the car, grabbing his bag, and walking to the door. This suppressed smile happened. This just happens to be a better shot of it than the video was.

Look up Tone mapping. It's a real technique in photography and its built into many modern phones (which by the way have tiny sensors, easy to keep everything in focus).
Ah, tone mapping could explain at least some of the lighting issues, but I'm not convinced that the sharpness is simply a matter of a type of camera sensor. Assuming parts of this image weren't just bashed together in PhotoShop, it could be that there's some sort of AI-assistant feature in the camera software - I'm not sure, there's just something off about this image.

In images that are edited Error Level Analysis can detect even the slightest differences in jpg compression ratios in pictures. If this was photoshopped there would be significant white marks in the ELA version.
This was probably taken at a high (f16 or higher) aperture for the clarity of the background, a lower shutter speed which causes the slight blur of moving objects and then tone mapped by a complete dolt. The guy in front of Durham is over tone mapped. His hands and face gives it away.
So technically this photo is edited (poorly), but all of the elements were in the frame when it was taken.
