You'd think that they'd include that in training and maybe do a couple of test runs to get it right before the event...
They do. But people don't listen.
This happened at every major event where we were called to attention for over 20 mins.
And I served in the Navy for 9 yrs.
I've seen a lot of idiots fall out like this.

Tricks like wetting your gloves, looking around, slowly shifting body weight from one leg to the other only go so far.
Someone always takes a header.
I've seen it happen a few times.
Had a kid in my elementary that without fail anytime they would have us sing as a group at an assembly or something he would faint due to keeping his legs locked straight.

It's so weird how he's perfectly laid out on the stairs. That'd be so uncomfortable. He either collapsed and landed perfectly splayed on the stairs or they thought "yeah this is the perfectly place to put him". Or this is staged.
Note the position of his fingers. They're still mostly curled, like the man's hands on the left. One would think that if he was completely knocked out, his hands would have relaxed.
The man in black standing over him has his hand on the soldier's chest, as though he's checking the man's heart.
Good point. It's not just his fingers. His body looks stiffened like his muscles are tensed because laying on stairs is very uncomfortable. You'd think they'd be checking for head injury on someone who passed out on stairs. The worst way to fall is backwards because that can injury the spine and back of the skull.
His head is in midair, too, not on the step, otherwise it would be tilted backwards and below his shoulders, which are above the step.
What's in his right hand?
I don't think there's anything in his right hand. Soldiers are taught to stand at attention as though they have a roll of coins in each hand. The soldier on the right is demonstrating this. The man that passed out was doing the same thing, and so his fingers are still partially curled up.

Ahh yes, heat plus soldiers that forget to NOT to knock their knees while standing at parade rest (source: am a wife of a Navy vet who had a few fellow soldiers drop during boot camp graduation)
It wasn't hot. Its been grey, windy and wet most of the weekend
Looks a tad more middle eastern than British
So a middle eastern man, "soldier", falls neatly on the stairs, conveniently with his butt on a step so he is perfectly placed where his body can remain rigid but comfortable. His head is not even on a step, and his fingers are curled. The attending person, dressed in a suit, steps between the fallen mans arm and body with his left leg, leaving his next step to be ON the man, or over him on the other side. Not my first instinct, but OK. I wonder where his right foot landed a few seconds later? Was he doing this in anticipation of having to straddle him? Even if he was, any medical trained personnel would not approach someone like this, nor do CPR in a position straddling the patient. Plus he looks like he's pressing on his chest, or leaning on it. Why isn't anyone else in suits reacting? Why is the other visible suit just standing there? Human reaction is to at least go down to help.
