Trump's tweet about returning stolen diamonds comes to mind. It alway struck me as odd that he would refer to stolen elections like that. Maybe he literally meant stolen diamonds.
Diamond, traditionally, is the lightest, smallest wealth you can transport across countries. If you have to move out quickly, you don't want clunky precious metals or paper currency which may or may not work plus get wet, burn. You can protect diamonds a lot easier and cannot easily be destroyed. That's why it's a wealth preservation and commodity for them.
We can transport with crypto now but you still need electricity and internet. Diamond, don't need anything to be understood. It's a universal language basically.

In certain scenario yes. I have heard of people trying to traded for food in Cambodia during the Killing Fields. Loose stones are of no value, but if they have place setting, they were worth something.
If the diamond was loose, then cannot use it. I heard of someone trading their diamond earing for rice or cup of sugar. Cambodia as a very rich country in terms of precious stones so some of the people have them.

DeBeers' decision to develop the Victor Mine in Northern Ontario was odd. The published data of the kimberlite's diamond size distribution suggested that it would not be economic, but they proceeded anyway. They went on to occasionally recover large gems that did not seem to fit the size distribution curve that all their pre-development testing produced. Were they using the mine to fence diamonds from elsewhere?
Interesting! Reminds me of what I see with some businesses. In some cases, a visibly, very successful business (I've seen it with restaurants), with tons of customers all the time, will go "out of business", and I wonder if they were embezzling the profits (to themselves), so that there was minimal tax on the business when in operation, and then, when they decide they've made enough, or perhaps they sense they might be investigated, they shut down. The other end is an obviously dead business (never see customers) keeps going for years and years; my interpretation of this phenomena is that it is a money laundering operation where, on paper, the business is thriving. There was a used furniture place where I used to live, and when going there, I noticed the prices were really high, and not only did we not buy anything, I didn't know, or ever notice, anyone else ever buying anything. The place had a lot of creepy mob-looking men working there; my take is that it WAS a money laundering operation for some NYC area mafia types. (the mafia is still around, just not as prolific as it used to be)

This is way interesting. I had been thinking about the fact that it really is difficult to move large amounts of dirty money around, especially if a corrupted government becomes less corrupted. How do you spend it? What can you do that doesn't bring attention to the fact that you don't have the reportable income to account for the spending? Look at the luxury quarters of the Clintons, Bidens, and Obamas. How do they explain where that money came from? An honest government comes into play, and they are in deep shit.
A bunch of dirty money can be found in a bank. That "offshore" angle can't last forever if an honest government sets up sanctions against those countries.

Some time back DeBeers was trying to prop up the price of diamond with their "registered natural diamonds" campaign. These"registered" diamonds had a micro number engraved via laser on them, visible only by microscope. I immediately wondered why this would be necessary if the natural diamonds were provably better than man-made. The answer of course is that man-made are no different, except that they tend to have LESS flaws than natural. Immediately exploding the "rare and exceptional" diamond sales model.
And then a few years ago they marketed the ‘chocolate’ diamonds. Shit stones with brown color...extremely rare they said...and jacked prices up.

Precious metals were being held down so they would be unattractive as an alternative to fiat. There is a difference between gemstone quality diamonds and diamonds used in industry.
