I don't agree with it, but here is what Fauci is actually saying.
Here's from the intro: During the COVID-19 pandemic, the rapid development and deployment of SARS-CoV-2 vaccines has saved innumerable lives and helped to achieve early partial pandemic control.
The paper says the vaccines were awesome and did great, but they need to go further with them and improve on them more to create long term vaccines to save more lives, etc etc.
