Answer: A lone kid does not execute a complex assassination attempt like this on his own. It is a DS operation where some of the USSS are in on it. There likely was a second shooter (a real sniper) that may have been known to or neutralized by the White Hats before all this happened. At any rate, the patsy panicked when he was spotted and decided to take some shots on his own before the appointed time. The counter snipers returned fire within 4 seconds of the patsy's shots which clearly indicates that they knew of the patsy on the roof with a rifle and did nothing about it until he shot Trump. He was killed instantly and quickly carted away so as to not be able to tell who he was working with and so his real identity, background and phone/social media communications could be wiped thus bolstering the "lone wolf" theory and obfuscating the DS conspiracy reality to assassinate their political opponent who is headed to a landslide victory in November.
This is way too complicated for some high school kid to dream up and do on his own

There were at least a few USSS agents in on it because they KNEW exactly where the patsy was when they returned fire. So the fact that they STOOD DOWN when they KNEW there was a bad guy with a rifle on the rooftop 130 yards away from their protectee tells me that they were told to wait until shots were fired and then (and ONLY then) make sure the patsy was killed
