The Secret Service is 100% to blame and fully responsible and accountable for President Trump being shot. Personally, I believe it was a deliberate thing, not an accident or mistake. They have had the protection mission since 1901. The only job they have is protecting people. There is no way they made this many "mistakes" on a protection op like this. The venue was easily protected, but they failed to do even the most basic of things to secure it.

I think even more telling than the attempted head shot was the hole in his jacket that hit his vest. If a sniper knows you are wearing body armor, the shot is made through the arm so the bullet will enter into the body cavity. If Trump had not have turned he would have had a fatal chest wound from a shot not covered by the vest. The chances of that kid taking two perfectly placed kill shots is highly improbable.
At this point. I don't see anything cowardly about Trump saying he wants to curtail rallies. He can simply say he doesn't trust Biden admin's Secret Service right now. It's about the safety of his supporters not just him.
