Honestly, I do expect exactly that, but I imagine it was not intended to be built to full engineering standards, just enough to get the job done.

NC gov officials weren't lying, that would be pretty standard for non-emergency road building. Simply put, they're not motivated to help anymore.
That's because they didn't have to wait around, rigging the bidding process for 'preferred contractors', and just went out to get it done.
