I’m pushing 70, most of my adult life, I’ve felt like Uncle Sam had his boot on my face pushing my face into the dirt. It seems to me that Trump has taken Uncle Sam and place him in his place. The boot is not there anymore, for the time being.** It means "for now, but maybe not later". "The time being" is just an old phrase ... it basically means "the time that is being now" or "the time that is happening now".
