The individual who is voted in to execute (ie act on & enforce) all the laws set forth would be the top boss of the CDC.
These people are stupid. Firing them & canceling the return flight tickets is minimum. Cut all funding to the CDC too if any of the top leadership knew about this insubordination, and if anyone cannot show productive work over the past week with point list needs to be fired.
Even if they only review data sets by visually reading every set of data to make human connection vs AI/machine connections via filters, they could still state 5 distinct data sets, or how many pages of data they reviewed & any anomalies/connections found (they could be taught to give a proper report at that time & be fired for improper reports after that).
If I had not done what my boss told me as an employee, I would have been fired. Had I not followed the owner's/CEO's directive, or been asked to do something in defiance of the owner's/CEO's directions, I would have been given a bonus/raise for bringing it to their knowledge.

Cancel their flights as I'm sure they aren't paying for them out of their own pockets
Fire them at the same time they are physically removed from the premises by security or Sheriff's, and check pockets to see if they are trying to take anything out with them. I would even go so far as checking into their emails to see what they've been up to or if they have been sharing information they shouldn't be. If able, check their homes too. I bet you they have been feeding info to the WHO for a long time.
