Putin is explicitly making it the Ukrainian government's responsibility to decide the Kursk soldiers' fate.
He wants it to be on Zelenskyy if the Russians have to kill them all (incl. foreign mercs I suppose)

The Nuremburg trials started November 20, 1945.
A ceasefire/surrender most certainly does not mean all is forgiven or that these people will not face justice eventually.
