Except it is far from “incredibly fast moving”. The distance across that map is only about 20 miles and it takes that streak about 30 to 40 minutes to cross the map. So you are talking about something moving at about 35mph.
Your numbers are way off in both distance and time elapsed.
60 miles in 3.5 minutes would be an average speed of 1028.58 mph not accounting for take-off and acceleration, which would put the object's top speed much higher.
The streak starts just north of Sutland at 3:30pm.
The streak goes just under McClean at 3:55pm.
The distance from Sutland to McClean is about 18 miles.

Hi Kari! This is the result of an obstruction from a structure east of @NWS_BaltWash’s Dulles-based radar. (This is common with water towers/cell towers blocking the radar beam.)
That can cause a bit of the emitted radar beam to bounce back to radar/cause spurious signal.
Q-41 is NK. Q-441 is missing [i] confirmed. Maybe this is really about Iran vs NK. What would that be? MOS puppets having it out with CIA puppets? In DC? Like Ted vs Tucker. Q-330 is about GS. Does that make a 3some?
