Umm...This flooding happens almost every year. Their are flood zones or so called flood plains. Especially around streams and rivers. Reminder, Wisconsin, has great lakes and thousands of small lakes and streams. This is normal TBH.
Could it be related to the volcano in Hunga Tonga that pushed more water into the atmosphere than ever recorded? According to NASA we were to expect weather like this for a decade.

If the data is granular enough, and accurate, the animation of this would be fascinating.
Even if the data weren't accurate, the imagery would get people thinking about it in a reasoned manner and get more data.
Maybe the criterion for a "1000 year flood" needs adjustment. Bad things happen more often than one would hope. Recognize it and prepare better.
There are roughly 19,000 watersheds in the US. So 19 every year would be about right.
