There were a couple places previously where there was some porn, but no one seemed to care as long as it was kept out of public view, and I only knew about it because someone told me or didn't hide it quickly enough. But that was before the internet.

Why would the head of a government agency have to stoop so low as to fire these people? It should have been done by their immediate supervisors and HR. All she should ever know about these firings should be a short statement in her daily briefings. This is why nothing ever gets done in the government. If our nominated heads have to micromanage their people on so small a level, NOTHING will ever get done. There simply isn't enough time in the day.

Probably easily available ethernet switch/router application that flags porn site URLs and the ipaddr of the requesting node. Or, some tech had a sniffer on the network and noticed the porn site URLs going by on the trace.
Pretty much. Even decades ago you could run a nice analytic report that summarizes not only which sites users view on the network but classifies it and surfaces up the idiots watching porn or slacking off a majority of their time.
My husband is in IT, every single work device has a monitor for pornography. It’s about not abusing the device, not “watching” what they’re doing.
