That may very well be the most toxic cyber environment on Earth.
It is unclear to me what legal ramifications this will have, if any.
The normal designation is Foreign Terrorist Organization, which carries financial sanctions, deportation implications, etc, under the Immigration and Nationality Act of 1965.
When I first saw the Trump tweet, I did a quick search for "Major Terrorist Organization designation", knowing the search engine results would be spammed with articles about the trump tweet within an hour, and found nothing relevant.
Trump is technically free to designate who he wants what he wants if the term isn't legally defined, and he may have even meant "Foreign Terrorist Organization" (Antifa claims descent from European WWII resistance groups, whether or not true)
It's possible we can use that as a means to charge those involved in crimes as part of the group, by designating them as enemy combatants and put them in tribunals instead of civilian courts.

This is a good question. I think China has been using them as a decentralized proxy for some time which is why you can't target antifa until now if they have been coordinating also with the cartels too and target them with RICO. That is my wild guess on these events.
