Agreed or put spikes on the tops of them. I think the concertina wire they've been putting up is probably helping a lot though.
A lot, perhaps most, houses of more well-to-do Mexicans have walls with broken glass embedded in cement at the top. I recently learned that a similar practice is used in India.

I'm in DC visiting my son, wife and week old first grandchild. I see the National Guard every day when I take a long walk. They're in groups of 3 or 4. I feel safe knowing they are here.
