It's from the TV series The Blacklist. Mostly great show thanks to James Spader, and the "cabal" is mentioned frequently. It's been a minute since I've seen this scene, so I can't recall how it came to be that Red (Spader's character) came to be speaking with these journalists since he himself was a fugitive.
I loved the first 3 seasons, Spader is one hell of an actor. But the writing went to shit. Things got overly complicated and difficult to follow, plot twist after plot twist just for the sake of it. Characters dying and coming back and dying again and coming back again. They hinted first at Red being Main-Chick’s father, but they scrapped that. Then they hinted that he may have in fact been her MOTHER, then they scrapped that too. Then it was implied that he was some Russian super spy who was friends with the “real Red” but that fizzled out as well. Then they killed off the main chick (because the actress wanted out) and they just abandoned the whole plot line. No one knows why he did anything. I didn’t watch the last few seasons but apparently he ends up being killed by a bull on a farm? Jesus Christ 😑🤦♂️
By the mid-seasons, they also had a lot of preachy lines of dialogue that were directly aimed at Trump and MAGA. I just lost interest man, I dunno.
Like I said, Spader is a fantastic actor, but they could’ve done so much more with this show.
That was an awesome scene, indeed. The Fulcrum stored many secrets.
Blacklist though was very precise in naming it CABAL and linking many in government to it.
When you research the word, you will end up in the 17th Century with the Secret Treaty of Dover. It was a treaty between 3 Catholic Monarchs instigated by the English Privy Council who's 5 members responsible are

However, Being present at the first drops .... unfortunately ..... that was not it. Generally, there were two items:
I always appreciated how that show referred to the controllers as "The Cabal". That's what my mentor in the IC always referred to it as so I always assumed the people behind the Blacklist had some level of knowledge about the real world.
People talk about the "Deep State" endlessly, but they are simply the footsoldiers/tools of the Cabal.
That Part!! 👏 can I also add and ALL the good along the way!! Anons have done much goodness additional to the core mission that has improved and saved lives. Yes there is still evil yes there is still so much work to do but- we ain’t Jesus. Just a bunch of frogs trying to play on I believe the same team as him. We don’t need to be the quarterback or even the whole team individually.We are just those not willing to bend the knee and give up. A bunch of misfit toys who followed some rabbit hole or another and recognized truth that was inconvenient often or absolutely terrifying but sad I can’t do NOTHING! We are gonna be imperfect some stuff is gonna take time we’re people. Yes even Autist although sometimes they make us wonder with their genius. Welk people and a good doggie anyway -Some have done much others only a bit ( but you may not know the echo that little bit created ) but every pebble is moving not just a mountain but a Mountain Range. Thank Q and every Anon who said yes to doing something instead of accepting.
No, we haven't ended up in a war with Russia, yet, and the lockdowns are certainly over and in spite of some attempts to start a new epidemic panic that right now looks at the very least unlikely - there are news of something from time to time but so far they have all fizzled after a few weeks - but it's not all over yet either. There have been a lot of news in the Finnish press lately that seem to try and prime us for war, like that our government is going to practice functioning while in the bomb shelter prepared for them in the near future, I don't right now remember if that was going to be a week or two or only next month.
So the EU leadership at least is still trying to make that happen, looks like.
Although I suppose all that might at least in part be also an effort to keep the whole EU thing together, scaring the populace with the idea that yes, Russia is just waiting for its chance over there so unless we are all together as a part of NATO and working together as a unit in general they will surely come and invade us one by one... so don't even THINK of anything like trying to gain your whole independence as a sovereign country again, you peasants! Trust us!
