I used Audacity to do various amplicatitons, high frequency truncations, speed reductions, and frequency changes. I still can't make out what the first audio section is saying, sounds like some kind of law officer command coming through a speaker/megaphone, but the second, shorter audio section definitely sounds like it's saying, "We can't". If anyone can tell me how to post an audio clip to GAW, I will do it.
