Seems to me what he is saying is that making more regulations wouldn't make it any more illegal. Kind of like making guns illegal doesn't make murder more illegal. It's already against the law to do the things he did.
No way. Forcing people to vote under threat of penalty cheapens it. We already have some seriously undereducated people out there casting votes for people someone told them to vote for. We don't need any more flippant votes. We need informed citizenry casting votes and making sure that the votes cast are counted correctly. I jave told many of my friends to just not vote if they don't want to educate themselves, independently, on the candidates and issues. I've even left some down ballot stuff blank because I admit I am ill informed on the candidates (local judges and stuff). Id rather people not vote at all than vote for someone who doesn't represent them well out of fear of reproductions.
