All 6 people on board were from Mexico. Apparently one of the victims was a young girl who just received treatment for a life-threatening condition.

A preliminary FAA report on the collision found that air traffic control tower staffing at Reagan Washington National Airport (DCA) was “not normal” for the amount of air traffic and for the time of day, a source with knowledge of the situation told NBC News.

The tower typically has a controller that focuses specifically on helicopter traffic. But at the time of the crash last night, the source said, one controller at DCA was overseeing both airplane and helicopter activity.

I have the same question. Who was on that plane if this was a targeted kill? Helicopters don't fly into airplanes. All I could find so far was this:

Among the 60 passengers aboard the flight were several members of the U.S. Figure Skating community, including coaches and young skaters who had recently participated in the U.S. Figure Skating Championships in Wichita. Renowned figure skating coaches and former world champions Yevgenia Shishkova and Vadim Naumov, were also among the passengers.

I doubt figure skaters were the target. Someone else on the plane, but who?
