I hope to god this happens for real. I was in NYC today and now they have the contact tracers out on the streets. They also have plans to begin enforcing vaccine passports in September. Somebody needs to cut the head off the evil beast running this clown show, and break the spell that the everyday citizens are under.

That may just be a clumsy translation from french. In English we only use the word guillotine to describe a device for cutting off human heads, but in French it might have a broader meaning to include other devices which operate using a falling blade.
