Because that would be exactly the excuse the US and puppets need to go full out war on Russia, something they can't do right now because it has no public support. From Russias perspective there is absolutely no benefit to escalating the war. The Ukrainian grinder is manageable and in their favor. All out overt war with NATO would be incredibly dangerous and unpredictable.
Primary objective is to defeat NATO. Getting some extra land in the process is just a bonus.

At least back to 1970s and the growth of state environmentalism (see The Limits to Growth), but then "population reduction" goes back to the eugenics movements and malthusianism going back to the Nazis (who had extensive biological warfare research, which was absorbed and continued by the US) and into the early decades of 1900s (Planned Parenthood).
