This is Biden back when the part was played by Dick York. Now he is POTUS and Dick Sargent has taken over the role.

I had to go look up why that switch occurred in "Bewitched"; it is actually sad. The poor guy had chronic back pain that caused him to leave the show, and almost completely end his acting career. Other than a few minor roles in the 1980's, he tried to make a living other ways, one being to own and run an apartment building, but he was apparently too nice to evict people, and ended up losing the building.
