It has no bearing on whether or not a client can send data. it's not required for that, at all. You can and do send data all the time without SSMS. It's purely a tool for managing and interacting with database instances which A) yes could mean data manipulation via queries or B) performing maintenance operations or C) view-only.

For normies: SMSS is a program installed on Windows computers that allow data to be sent anywhere without it being viable to the user.
