Things like this look support the theory that "white hats" are in control. What harm could it have done for her to actually go to the main problem area? She could have orchestrated the visit there just as well as where she did go, but this blatant avoidance of the problem area is like shouting "Look how incompetent I am!", which would only seem to happen if she was forced to visit El Paso rather than the lower Texas Rio Grande valley area.
The very long delay in going anywhere along the border also supports this theory.
