Audit report still should be wrapping up, pretty sure multiple sources stated they were necessary for completion of the audit, but not necessary for completing the draft report.
I'm a little bit leery about what they'll contain, but Jovan seems to be pressing that they are important and necessary to finish the audit and he normally doesn't comment much on the digital side. Might be some connection logs that they can correlate with logs on the servers, but then they claim the logs on the server were flushed by a flood of connection attempts, however I would suspect those same logs would be flushed from the routers as it sounds like they've still been using them since unless I'm mistaken (pretty sure that was the first excuses "we're still using those!").

This is an interesting move - hit them in their pocket books. Criminal investigations are still an option too, but what do you think will happen to the BoS phone/email when all of those folks who would be getting that 700m find out they are being cut off? What county can afford to have their funding slashed by 25%? This will cause a lot of internal fighting in Maricopa politics that we may never hear about.
Is this how it really ends? A plan that’s been in the making for decades, every contingency thought through and planned for, EXCEPT not having the power to compel the board to turn over the routers. I believe they are stalling waiting for the other states to complete their audits so there's more impact I don't know how much longer we can wait though.
