A black person's hair would typically be darker and the reason their skin is slightly darker is due to the "tinting" of the windows. If you go slowly you can see the driver side window is either partially down or broken and you can see the skin is more towards the lighter side.

The driver looks white to me. And the context is showing a panic scenario in a typical South Park background. Probably started with the writers thinking of people freaking out in the street, then they added a car driving through for comedic effect. Red is a common color in cartoon cars.
