Do the families with a lot of money have such a big amount of money that their security forces could take on the U.S. military? If not, then why not do spec ops raids on all of them and just get rid of them?
I'm sure some of them have security like the drug cartels do, ie. guys openly armed on the premises. When you have trillions, you can hire your own army.

My guess is there's a LOT of raids happening that we're (and should not be) not aware of. They're not going to give us a play by play.
