After watching the Ottawa City Council Meeting video, I am convinced the excessive force was planned because of the excessive fear some inhabitants of Ottawa have.
We have to keep it peaceful for as long as we can to allow the plan to reach its conclusion. Any violence on our part will throw a wrench into that.
That said I am aware that a time may come where all bets are off. But that is the least preferable outcome. Thats why I keep saying to prepare yourself, your family, your neighborhood and your community. And keep your powder dry.
UN planes have been videoed on the ground in CA. Both were a couple of different Twitter accounts showing the marked plane(s). That has been the goal of many of these people for some time. Declare an emergency and bring in UN troops onto sovereign soil. Saw what looked like nonmilitary or nonpolice personnel. Nondescript - no insignias, no name tags, nothing. I wonder if they are Chinese?

I am not sure if anyone else got shots clear enough to make out the tail number.
So, I would have to guess that they were either consultants to open the door for further UN involvement, or they were special privately hired guns to instigate trouble - a common chapter in their playbook. What bothers me is, did they really think no one was going to notice? Why not use a private charter plane to fly in the goons? Did they want people to notice this plane and if so, why? We must consider all possibilities.

Can you explain what "didn't fall for the costume of these thugs" would look like? You really only have three choices:
Disperse to avoid getting dragged off
Stay and let yourself get dragged off by whatever these things actually are
