I'm of the belief that Biden and the Clintons were both swapped out for a series of "Organic Robotoids" as described by Dr. Beter and that their status as "Puppets if you have the key" is the only reason that these characters, mired in controversy and incompetence, have such value to the Deep State.
They are established character roles occupied by mind-controlled doubles, and thus are an asset to the political machinations of whoever wants to pull their strings, and whoever wants strings pulled by "them". Think of them not as people, but "ammunition" in a game of deception.
That is why they're desperate to have these incompetent characters in there. The desire for control outweighs their desire for skill. Nobody will ever question the people operating the robotoids.
Are Trump's doubles similar? Remember when he was at the Washing Machine factory, talking about lowering drug costs and eliminating the middle man, and then said ominously "this may be the last time you see me for a while, I've got a lot of enemies".
