Not only do the animals need help, but think of the young people who need the animals for anxiety and company. Why do you need to be 25 to get a dog or cat, and why do you need a hone inspection? Fuck them.
I think there's some wisdom in a home inspection. There are some people who adopt under a total lie and the animal(s) pay. As for the age restriction, consider how responsible kids or teens are, usually. It's their parents who would do the adoption and thus, the animal would have some expectation of being cared for. IMHO

California animal services have been Commies for a long time! They require owners of intact animals to be the certified annually with a permission slip to on such an animal!
Notice how this starts off with "They believe the 2nd amendment doesn't give you the right to own an assault rifle" - good thing this is just their belief - because the 2nd amendment was very clear that it is there to allow citizens to stand up to a tyrannical government. With that in mind, you should be able to own a damn tank if you can afford it and have a place to put it. Not all shelters are created equal. "There are two main sources of funding for animal control: your local government (tax dollars) and third-party donors (grants, foundations, and donations)." How much you want to bet that special interests like big pharma and technocrats are behind micro-chipping, forced sterilization, and vaccination of animals? It just my opinion based on observation, but I do believe that the animal experimentation has gone far and wide for decades and basically amounts to experimentation as a precursor to chipping, tracking, disrupting the fertility of humans.
