$10.3Million is probably less than 5% of the total "Federal Funding" this health system received for complying with the mandates.
That's the price of doing bidness folks. "Lawsuit settlements" are just another line item in the expense column of their balance sheets.

This is not going to do anything but line lawyers pockets.
They literally may as well have fined them $0.10. $10MM is NOTHING to a health care facility.
