One way it might happen is this: The states created the federal government, not the other way around. Constitutionally, I think it would be possible for the states to UNDO the federal government too, or perhaps give it a modest budget to exist on and let it thrive or starve on that fixed budget.

You are correct sir. The Congress could dissolve the existing fedgov and return control of the nation to the states, keeping a tiny percentage of fedgov for military, border protection, interstate highways, etc.
I propose abolishing the IRS and income tax; establishing a 1% federal sales tax (consumption tax), to be collected by the states; and the states take over, or obliterate, the rest of the "functions" of the federal govt. Over 90% of it could cease existing tomorrow, and among the citizenry no one would notice. Prove me wrong

A working government, even one truly restricted by Constitutional bounds, does need to be funded, occasionally conduct investigations, and gather intelligence. I think that is what he means by starting over. We must dissolve the current infrastructure and somehow come up with a new, Constitutional way to accomplish these tasks.
I live in Tennessee. We have no state income tax and the feds don't need an income tax either. If I'm not mistaken, I don't think any of the three-letter agencies are in the Constitution.

We have 50 state governments. 50. We have so much government. How much do we really need the Federal Government? A few things. Not much.
Not much. The 50 states are stronger together, so they do need to be tied together, but the Federal Government doesn't need to be big at all.
