If I'd have to guess, Biden being in charge means the spotlight can't possibly move off of him. We've got a power balance dynamic going on.
Ukraine has leverage over Biden, so Biden has to be pResident. White Hats prefer to have Biden under the national spotlight and being pResident guarantees that.
