It's the way he didn't phrase it that IMO makes it a direct Q reference:
Having read thousands of his messages...IMHO in the flow of mid-sentence, he would be way more likely to have written "...the FBI and DOJ..." He'd just used a three-letter acronym. Why suddenly change it to full words—but then not even put the full words Department of Justice, but rather SHORTEN it to Justice? If he'd wanted to shorten it, he'd have just said DOJ, as he did with FBI.
Then:
He puts "Justice" in Quotes. With a capital Q.
With the ingenious plausible deniability of the quotes merely mocking the idea of the DOJ being about "justice" at all.
That would make it merely another bizarre coincidence that exactly five years earlier Q had posted that word, by itself, with capital J.
This one is so obviously a Q reference. It would've been even cooler if Trump had posted it at 3:09, but you can't have everything I guess.
