I was researching both whether breaking was the actual cause of the derailment (doesn’t appear to be) and who was in charge of approving or denying the regulations (we know McConnell’s wife was heading the DOT at the time, so not a direct decision from Trump anyway).
But never thought to see whether the regulation would have even applied.

I think it's less about this specific incident and more about his general attitude towards safety regulations.
